BEHIND THE REPORT
An operator, an authority or a dated local observation. Social media can surface an early lead.
A neighbourhood outage is not automatically a citywide outage. Restoration can differ by area.
Articles and status labels keep their evidence date. An old report does not automatically become “restored”.
