Restoration reports describe different places and times
The Indian Express reported residents describing restoration by noon in DLF Phase 2 and around 4pm in Sector 7 on 22 October, while Sector 5 remained without electricity at press time. These were dated observations, not present supply checks.
AajTak reported renewed interruptions in localities including Sector 5 and Ashok Vihar after a reported respite between 10pm and midnight on 22 October. It also attributed a telephone interview to DHBVN superintendent engineer Shyamveer Saini, who described shortages in several Circle 1 areas and difficulties repairing faults during the strike.
Strike ends without a verified all-clear
The Tribune and The Times of India reported the strike’s end on 23 October and instructions for senior utility officials to coordinate restoration. Instructions and resumed work do not establish completed recovery at individual addresses. The outages coincided with the strike, but this does not prove deliberate disconnection or a common cause for every local fault.
